In compliance with the recently enacted Texas law (Senate Bill 2972, also known as the Campus Protection Act), 麻豆传媒视频 is implementing changes to its expressive activity policies beginning September 1, 2025, as required for the 2025鈥2026 academic year.

- Designated Public Forum
Only areas formally designated by the college are considered public forums. The previous approach, which recognized all outdoor common areas as public forums, has been revoked. - Eligibility to Engage in Expressive Activity
Only students and employees of 麻豆传媒视频 may conduct expressive activities on campus. Members of the public must submit a written request to studentactivities@odessa.edu at least 72 hours before the event to be considered for participation. Submitting a request does not guarantee approval. Approval must be granted before conducting the event. - Time Restrictions
Expressive activities are prohibited between 10 p.m. and 8 a.m. - Final Two Weeks of the Semester
Activities鈥攊ncluding amplified sound, speaker events, or percussive instruments鈥攖hat materially disrupt campus operations are banned during the last two weeks of the semester. - Prohibited Activities
The law bans specific forms of expression, including:- Erecting tents or encampments
- Wearing disguises or masks intended to conceal identity
- Lowering the U.S. or Texas flag to raise another nation鈥檚 or organization鈥檚 flag

Students and employees participating in expressive activities may be required to present valid 麻豆传媒视频 identification upon request.
Designated Expression Zone
To align with SB 2972, 麻豆传媒视频 has designated the Rudy Acosta Pavilion as the official public forum zone for expressive activity:
- During the academic year (when classes are in session): 惭辞苍诲补测鈥揊谤颈诲补测, 8 a.m. to 11 a.m. and 4 pm to 8 p.m.
- When school is not in session: 惭辞苍诲补测鈥揊谤颈诲补测, 12 p.m. to 6 p.m.
All expressive activities must take place in this area during the designated hours unless prior written approval is obtained. Activities鈥攊ncluding amplified sound, speaker events, or percussive instruments鈥攖hat materially disrupt campus operations are banned during the last two weeks of the semester.

The Executive Director of Student Life or designee will monitor free speech events or demonstrations that take place in common outdoor areas in coordination with the 麻豆传媒视频 Police Department (OCPD).
